New AC Advises Pilots on How to Stay Safe in Unfamiliar Aircraft
 
Experimental airplane flights represent only a small component of total general aviation (GA) flights in the United States. However, a significant number of GA fatal accidents occur in them. Many of those accidents take place when experienced pilots first fly an unfamiliar aircraft, especially when they are the second owner or pilot of an experimental amateur built aircraft. Data also shows that fatal accidents often occur when pilots with little experience in a particular type of aircraft fly in challenging conditions, such as poor weather.

A new Advisory Circular (AC 90-109, Airmen Transition to Experimental or Unfamiliar Airplanes) advises that all pilots should consider the first flight in any particular experimental airplane a test flight. It also urges pilots to review the hazards and risks outlined in the AC and complete the recommended training.
 
AC 90-109 provides information and guidance to owners and pilots of experimental airplanes and to flight instructors who teach in them. The Federal Aviation Administration worked with the GA community, including the Experimental Aircraft Association (EAA), the Aircraft Owners and Pilots Association (AOPA) and the National Association of Flight Instructors (NAFI), to develop the recommendations in the AC. It complements AC 90-89A, Amateur-Built Aircraft and Ultralight Flight Testing Handbook, which addresses the testing of newly-built experimental airplanes.

This AC is part of the FAA's focus on reducing general aviation accidents by using a non-regulatory, proactive strategy to get results. The agency's goal is to reduce the GA fatal accident rate per 100,000 flight hours by 10 percent by 2018.

Once we have an active group of Senior members, I would like to work toward moving the meeting place to the Cullman Airport FBO. Seniors usually meet twice per month; but we can work on those details when we have a group established.

I realize a  few of you were not able to attend; but I have included you so you will be informed.

Thank you for expressing interest in the Civil Air Patrol.  It is not for everyone. The great part of it is that you can choose your level of involvement. It is a perfect place to share your love for aviation with others, and your concern for the community in several ways.

As you move forward with your application for membership, remember that your application must have all FOUR of these things: The application itself, ALL applications must have Commander's signature, (senior applications must have two fingerprint cards, and your check for $62); or (cadet applications must have a check for $31, and a parent's signature.) Cadet applications take a couple days to be approved.  Senior applications take a couple weeks to be approved.

I tried to cover all the details at our meeting; but it was a lot to cover. 

CADETS:   IF an individual joins BEORE their 18th birthday, they must join as a Cadet member and CAN stay a Cadet to age 21; BUT they may revert to Senior member status at any time after the 18th birthday. So you Cadets that are more interested in flying than in the "Cadet program" could participate as a Cadet until you have your Private Pilot License, then revert to Senior member status rather than continuing as a Cadet.  (I hope that makes sense.)

FLIGHT INSTRUCTORS:  I did not answer many of your questions at the meeting. I do not expect you to wear administrative hats within the squadron, as you will likely be committed to check-pilot and training roles. We may want to have another meeting with just you folds and bring in the Standards-Evaluation Officer for the wing to help explain what is involved with getting ? restoring your check-pilot status.  If you would like to do that, email me with interest and best time to meet.

DEADLINE REMINDER– Expiration of Aircraft Registration Certificates

This is a reminder about the re-registration of aircraft; the first group of registration certificates will expire on March 31, 2011.
 
You are encouraged to conduct this re-registration process as soon as possible and not get caught in a backlog of the re-registration process.
 
Any applications that were received within the original three (3) month window should be processed in a timely manner. The FAA Aircraft Registry anticipated a workload increase and designed a process to help alleviate any delays.  
 
Any applications submitted after the 3 month window closes will be processed as soon as possible, but may not be completed before the certificate expires.
 
Of course, there is not a violation of the regulations if you simply do not re-register your aircraft. However, in the event you did not complete this process within the prescribed timeframe, please use good decision-making skills. Operation of an aircraft with an expired certificate is a violation of the regulations.

Safety Standdown Web Site Is Live
Experience Safety Standdown at Sun 'n Fun—even if you can't be there in person. The FAASTeam launched its new Safety Standdown Web site at www.FAASafety.gov/Standdown. FAA Administrator Randy Babbit introduces this new GA safety tool, which provides news and updates, FAA Safety Briefing features, and video introductions to the four Standdown themes: positive flight attitude, going beyond preflight, en route cruise, and maneuvering flight. You can also find Safety Standdown events in your area by searching the seminar map at the bottom of the page. Local Standdown events, which will be held around the country throughout April, are still being finalized. Check the Standdown Web site often for new seminars and other useful safety information.
 
FAA Meets With Helicopter Community at Heli-Expo
FAA representatives outlined budget challenges and thanked aviation community partners for collaborating with the agency to improve safety in a Meet the Regulators panel at Heli-Expo 2011, which wrapped up this week in Orlando, Fla. Panelists at the March 8 event, led by FAA Flight Standards Service Acting Director John McGraw, answered audience questions on public aircraft operations, proposed rulemaking on air ambulance and commercial aircraft operations (also known as the "HEMS rule"), and plans to update the night vision goggles policy. March/April Issue of FAA Safety Briefing Now Available
The new issue of FAA Safety Briefing, available on the FAA Web site at http://www.faa.gov/news/safety_briefing/, supports the great safety outreach efforts the FAA Safety Team (FAASTeam) is doing with its 2nd Annual Safety Standdown. The main Standdown event is on April 2 in Lakeland, Fla., in conjunction with the 2011 Sun 'n Fun International Fly-In and Expo. Also, FAASTeam members around the country are holding more than 90 local Standdown events.
 
The articles in the March/April 2011 FAA Safety Briefing complement the four Standdown themes, which have been identified as areas where training and focus can improve general aviation safety. There is also an article on aircraft maintenance records that explains how some additional logbook know-how can help pilots and mechanics ensure their aircraft complies with all relevant regulations and airworthiness requirements.
