New ADS-B Terminal Services Are Available Now 
  
Pilots who use the terminal airspace listed below can now receive free traffic and weather information in the cockpit. To receive these services, aircraft must be equipped with an Automatic Dependent Surveillance - Broadcast (ADS-B) transmitter/receiver or transceiver and a cockpit display of traffic information (CDTI).

The new services include:
 
Flight Information Service - Broadcast (FIS-B), which provides pilots and flight crews with a cockpit display of aviation weather and aeronautical information via Universal Access Transceiver (UAT) equipment on 978 MHz.  Note:  FIS-B is not compatible with 1090ES avionics.

  • The following FIS-B weather products are for advisory use only. 
    o    Aviation Routine Weather Reports (METARs).
    o    Special Aviation Reports (SPECIs).
    o    Terminal Area Forecasts (TAFs) and their amendments.
    o    NEXRAD (regional and CONUS) precipitation maps.
    o    Notice to Airmen (NOTAM) Distant and Flight Data Center.
    o    Airmen's Meteorological Conditions (AIRMET).
    o    Significant Meteorological Conditions (SIGMET) and Convective SIGMET.
    o    Status of Special Use Airspace (SUA).
    o    Temporary Flight Restrictions (TFRs).
    o    Winds and Temperatures Aloft.
    o    Pilot Reports (PIREPS).
    o    TIS-B service status.

Traffic Information Service - Broadcast (TIS-B), which enhances a pilot's visual acquisition of other traffic on 978 UAT and 1090 MHz Extended Squitter (1090 ES).

  • TIS-B is an advisory only service.  Pilots must continue to exercise vigilance to "see and avoid" other aircraft in accordance with Title 14 of the Code of Federal Regulations Section 91.113b.

The following table lists which type of data link is required to receive TIS-B and FIS-B services:

The FAA encourages users of TIS-B and FIS-B to report any irregularities observed while using the services. Reports should contain the following information:
1.     Time of observation.
2.     Location.
3.     Type and identity of the aircraft.
4.     Description of the condition observed.
5.     Type of avionics system and software version used.
 
You can report issues by contacting the nearest Air Traffic Control (ATC) facility, Flight Service Station (FSS) facility, or by submitting FAA Form 8740-5, Safety Improvement Report, available from FSSs, Flight Standards District Offices, or general aviation fixed-based operators.

When the service is not available, as result of a service volume network being out of service, the service condition will be NOTAMed as NOT AVBL.

He will be discussing his journey through the aviation field and how he was able to get to where he is and share with attendees some insights into the airline sector and about flying the big iron. If you are interested in attending please let me know soon so that I can arrange seating. Helicopter students are welcome but I do not have many of their e-mail addresses so please forward to them Ted if you can.

New Atlanta Class B Airspace Changes

Atlanta Class B Aispace Changes Effective March 7th

 

A new configuration of the Class B airspace in Atlanta, Ga. that takes effect March 7 will mitigate many of the concerns expressed by general aviation pilots during the airspace redesign process.

 

Overall, the new airspace rule contains positive responses to comments submitted during the rulemaking process, including reducing the potential for traffic compression in the vicinity of DeKalb-Peachtree Airport , placing another satellite airport outside the Class B airspace's eastern boundary, and providing for a variety of VFR navigation options around the Class B area.

 

The final airspace design set the Class B floor at 7,000 feet mean sea level above DeKalb-Peachtree, down from the present 8,000-foot-msl floor but 2,000 feet higher than the reconfiguration's earlier design. The FAA noted in the final rule that the change would still satisfactorily accommodate departures from Hartsfield-Jackson Atlanta International Airport.

 

Reduction of the overall airspace footprint will place Covington Municipal Airport outside the Class B airspace's eastern boundary at its location 29 nautical miles from the Atlanta VOR.

 

The final airspace rule also discussed FAA's intention to establish VFR waypoints and reporting points to assist VFR navigation, and to establish VFR routes that can be used to circumnavigate the Class B airspace. Those waypoints, when available, will be published on the Atlanta Terminal Area Chart.

 

FAA is also working toward establishing RNAV terminal routes (T-routes) for transitioning IFR aircraft. Those routes are now being designed. Pilots are encouraged to become familiar with the details of the airspace reconfiguration (see graphic) and to prepare for the changes as soon as feasible.

FAA Releases Annual Forecast Numbers
            The FAA released its Annual Aerospace Forecast report today, which provides a comprehensive examination of current and future trends in air transportation for the next 20 years. The comprehensive report looks at all aspects of aviation including the numbers of flights, commercial airline passenger totals, aircraft fleet size, private flying, and international travel. The FAA uses the forecast to determine how best to devote its workforce and resources, and the aviation community also uses the forecast for planning and investments. 
            According to the report, the general aviation fleet is forecast to increase from 220,670 aircraft in 2012 to 246,375 in 2033, growing an average of 0.5% a year. GA hours flown are forecast to increase from 24.6M in 2012 to 33.6M in 2033, an growth of 1.5% a year. And while fixed-wing turbine aircraft and rotorcraft both are expected to grow 2.8% and 2.7% per year respectively, fixed-wing piston aircraft decline at a rate of 0.3% per year.

Bulletin Highlights Elevator Control Concern for Yak-52
            The FAA issued a recent Special Airworthiness Information Bulletin (SAIB) advising owners and operators of Aerostar (Yakovlev) Yak-52 aircraft of an airworthiness concern regarding elevator control restriction during flight. The SAIB was issued in response to a fatal accident caused by a jammed elevator on Yak-52 as well as similar accidents and incidents caused by foreign objects jamming the controls. The FAA recommends complying with the actions outlined in the New Zealand
Airworthiness Directive DCA/YAK/9.

SUBJECT:  RUNWAY IDENTIFICATION CHANGE

 

CANCELLATION:  When runway markings and signage reflect Runway 3R/21L and Runway 3L/21R.  Otherwise, this Letter To Airmen self-cancels on March 7, 2015

 

 

Effective March 7, 2013 at 0901Z, Runway 2R/20L converts to Runway 3R/21L and Runway 2L/20R converts to Runway 3L/21R. 

 

ALL runway markings and signage continue to reflect Runway 2R/20L and Runway 2L/20R.  When providing landing, departure, crossing and taxi clearance phraseology, PDK ATCT will reference the new runway identification; Runway 3R/21Land 3L/21R.

                       

Atlanta Approach Control (A80) will issue all instrument approach clearances (instrument and visual) to the PDK airport referencing Runway 3R/21L and 3L/21R.

 

This operation is expected to continue for approximately three (3) months.  Do not hesitate to request clarification or additional guidance from Air Traffic Control.
